**Welcome to Building and Construction Authority's CQM On-Line.** This is an e-service portal designed for QA/QC professionals to book **CONQUAS and Quality Mark (CQM)** assessments via the internet. It allows contractors' representatives to manage, control and monitor assessment bookings and amendments anywhere, anytime. To access this portal, you need to register/log-in with the password issued to your company thru QSL Portal.

The Enhanced CONQUAS® Scheme will be introduced on 15 November 2017 for private residential projects. It will apply to all CONQUAS applications for private residential projects received on and after this date. This new scheme aims to help developers/contractors further raise the quality of their projects by covering more samples and identifying more areas for improvement. The Enhanced CONQUAS® Scheme is applicable to: (a) developers or main contractors i. with no CONQUAS track record for private residential development in the past 3 years, or ii. has at least one private residential development with CONQUAS score below the threshold CONQUAS score1 (b) all other developers or main contractors i. to be decided after the initial CONQUAS score2 is generated Note: #The threshold CONQUAS score is set at 3 points below the bottom 20th percentile of industry average CONQUAS score for private residential projects in the preceding year. The current threshold CONQUAS score for FY2017 is 85.8 ##The initial CONQUAS score will be derived after 20% of the required architectural internal finishes samples are completed. Dear Industry, Please be informed we will be extending our virtual assessment trials to HDB projects with effect from 1st April 2023. At the same time, we will discontinue the conducting of WTT trial test. For affected builders, we will be reaching to you separately. Changes are as follows: For all HDB projects - 1. WTT trial test will be discontinued. 2. Briefing, WTT, POT and IMV assessments will be conducted virtually. Assessment results will be used as part of the CONQUAS Score. All other projects - 1. Please note that the booking criteria for CONQUAS and QM internal finishes and waterponding assessments have been revised as shown below: Booking criteria as of 19 Jun 2023 (no. of samples per half-day trip) Type of assessment: Internal finishes Public residential project category: 50 to 60 Private residential project category: 50 to 60 Commercial project category: 45 to 50 Industrial project category: 45 to 50 Type of assessment: Waterponding Public residential project category: 50 to 60 Private residential project category: 45 to 50 Commercial project category: 45 to 50 Industrial project category: 30 to 35 Note: Project has to submit bookings for internal finishes and waterponding assessments on half-day basis (i.e. 2 consecutive time slots for morning or afternoon session) and has to indicate the number of samples in their bookings. The above revision will take effect from 19 Jun 2023. If the project fails to provide required samples for assessment on the actual day, the current penalty (i.e. debarment for 2 weeks) will apply immediately. To avoid such penalty, project has to cancel the approved bookings at least 3 working days in advance. The sample size requirement for this revision will not apply to the last assessment to clear the last few outstanding samples.

Dear Stakeholders, We had been conducting virtual Briefings, IMV, POT and WTT assessments for HDB projects since 1st April 2023. Starting 1st May 2024, we will soft launch virtual assessments for selected private projects for 3 months. Our assessors will reach out to you in advance if your assessment is selected.
